2001 DEEP GROUNDWATER CONDITIONS |

INTRODUCTION Agricultural production in the Westlands' area was originally developed and sustained through the use of groundwater for irrigation. Surface water deliveries from the San Luis Unit of the Central Valley Project (CVP) began in 1968 and largely replaced groundwater for irrigation. However, the District's contractual entitlements for CVP water are not sufficient to irrigate the entire District. In addition, in some years since 1990 CVP water supplies have been severely reduced due to drought and regulatory actions. Therefore, reliance on the groundwater basin has increased tremendously in the last few years along with conjunctive use programs to increase the flexibility of the farmers in efficiently managing their groundwater and surface water supplies. This increased reliance on groundwater resources to supplement surface water supplies necessitated the development of a groundwater management plan which includes continuation of an effective groundwater monitoring program.
