Environmental Impact Report

An environmental impact report (EIR) is currently being prepared for this project by WWD. An EIR is mandated by the California Environmental Quality Act and requires that the lead agency (in this case, WWD) analyzes and discloses a project’s potential effects on the natural and human environment, identify mitigation measures to avoid significant effects, and identify and evaluate a reasonable number of project alternatives.WWD is the lead state agency for this project. Some areas evaluated in the EIR include water quality and hydrology, air quality, biological resources, cultural resources, land use, utilities and transportation. A notice of preparation was filed on February 1, 2010 with the State Clearinghouse, which initiates the EIR process.

Effects of the proposed project on these resources will be disclosed in the draft EIR. The public can comment on this draft document. When WWD prepares the final document, comments on the draft will be responded to and included. Based on findings included in the EIR, WWD will decide to proceed with the project (using one of the presented alternatives), or hold off on building and revise the scope of the project.

WWD Wants Your Input

Public comment is an integral part of the EIR process. The “scoping” process, which we are currently conducting, is a period in which WWD asks the public to recommend additions to the scope of the document by identifying problems that may arise as a result of the project or resources that may be significantly affected. The scoping period for this project lasts from February 1, 2010 to 5 p.m. on March 5, 2010. You can send your comment letters to:

You can also attend a scoping meeting to comment. Two meetings will be held on Tuesday, February 23, 2010 at WWD’s Board of Directors’ chambers, located at 3130 North Fresno Street, Fresno, CA 93703. The first meeting will be held from 3 to 5 p.m., and the second from 6 to 8 p.m. A short presentation will be given 20 minutes after the start of each meeting.

Public comment will be solicited again after the draft EIR is released in spring 2010.
