An environmental impact report (EIR) is currently being prepared for this project by WWD. An EIR is mandated by the California Environmental Quality Act and requires that the lead agency (in this case, WWD) analyzes and discloses a project’s potential effects on the natural and human environment, identify mitigation measures to avoid significant effects, and identify and evaluate a reasonable number of project alternatives.WWD is the lead state agency for this project. Some areas evaluated in the EIR include water quality and hydrology, air quality, biological resources, cultural resources, land use, utilities and transportation. A notice of preparation was filed on February 1, 2010 with the State Clearinghouse, which initiates the EIR process. | |

Public comment is an integral part of the EIR process. The “scoping” process, which we are currently conducting, is a period in which WWD asks the public to recommend additions to the scope of the document by identifying problems that may arise as a result of the project or resources that may be significantly affected.
