| Introduction The District will begin allowing water users to enroll pumps that pressurize drip and/or sprinkler systems in the Irrigation System Management Program (ISMP). Under the ISMP the District will acquire title to these pumps and integrate them into the overall water supply system. The participants must agree to operate and maintain the enrolled facilities and to pump water according to schedules submitted to the District. The District will charge a cost based fee for the water that is delivered through the enrolled pumps. The program is an important step in the implementation of the District’s Water Management/Conservation Plan. By encouraging efficient irrigation through drip and sprinkler systems, the District is able to improve supply reliability and minimize total water costs. Eligibility Drip/Sprinkler system pumps are eligible to be included in the ISMP if they attain a 60 percent minimum efficiency and meet applicable safety standards. A participant must also provide the result of an overall plant efficiency test that reflects the facility’s current condition. The participant must also ensure that the pumps and related facilities meet applicable electrical and safety codes prior to transfer to the District. Only drip/sprinkler system pumps that deliver water from a District approved water meter may participate. District Regulations District regulations applicable to ordering, delivery, and payment for water, including the Terms and Conditions of Agricultural Water Service, are applicable to a participant’s water delivery through the enrolled pumps. Participants are to be billed under the program on an acre-foot basis pursuant to a water charge established by the Board of Directors. The charges will be based on the District’s cost of delivery and reflects the facilities efficiency and configuration. Interested water users should review their files to determine whether they have an ongoing obligation under an agreement with PG&E or through any PUC sponsored program before attempting to enroll pumps as the District will not assume any responsibility under a prior agreement. There is a six month lead time, beginning the month following receipt of an application, until a pump becomes effective on the ISMP. |
